Summary

The Property Manager oversees a 200+, multi-building affordable housing community and is responsible for all aspects of daily operations, including administration, staff supervision, leasing, resident relations, and maintenance management.

Required Experience and Duties

PRIOR EXPERIENCE IN MANAGING LARGE-SCALE RESIDENTIAL HUD PROJECT-BASED SECTION 8 PROPERTIES REQUIRED.

ESSENTIAL DUTIES include the following but are not limited to the job specifications contained herein.

ADMINISTRATION

· Manage the day-to-day administration of the office in a clean and well-organized manner, including answering telephones, interacting with residents in a courteous and professional manner; sorting, distributing, opening and answering mail daily, and handling resident inquiries and concerns.

· Interview, collect and complete annual and interim certifications.

· Review and collect Monthly Enterprise Income Verification (EIV) Reports to identify and address valid income discrepancies.

· Obtain and maintain Certified Occupancy Specialist (COS) certification.

· Exercise common sense, good judgment, consistency and self-control in day-to-day contact with residents and in other business-related matters.

· Ensure consistent application of property rules and regulations, lease and lease addenda, and documents, and report all violations.

· Process, complete and maintain accurate resident files at move-in and at each recertification within established regulatory guidelines.

· Ensure compliance with regulatory requirements, including posting all licenses, permits, notices and occupancy permits required by federal, state and local jurisdictions.

· Develop and maintain an emergency plan to respond promptly to site emergencies and complete an incident report and forwards to UPP within 24 hours of emergency.

· Attend required training, seminars, and meetings to keep up-to-date on industry trends and changing conditions.

· Communicate problems to management for assistance in resolution.

· Adhere to all accounting and reporting procedures required by supervisory personnel and management.

· Collect rents and other monies; ensure that transactions are processed and input accurately and completely; complete daily bank deposits of all monies collected.

· Review all delinquent accounts and resident receivables and determine necessary course of action to collect outstanding balances in consultation with management.

· Collect and maintain insurance information (e.g. liability certificates) from vendors and contractors.

· Be available after business hours on an as-needed/emergency basis.

PERSONNEL MANAGEMENT

· Supervise staff, including any vendor or temporary personnel working at the property to ensure completion and quality of product provided.

· Interview, hire, train, evaluate, motivate, develop, discipline, and terminate staff under the direction of management and in accordance with UPP policies.

· Conduct timely annual evaluations of all staff and establish goals and objectives for the next evaluation period.

· Review, approve and submit employee timesheets based on the payroll schedule.

· Receive and approve/deny leave requests and adjust schedules accordingly.

· Implement, enforce and help develop safety program.

· Ensure that staff adheres to the UPP policies and procedures and fair housing laws.

· Develop and maintain good staff working relationships, provide leadership, encourage teamwork and cooperation among the staff.

MARKETING & LEASING

· Maintain high level of occupancy for the program and project.

· Market units in accordance with an approved marketing plan which considers all federal, state, and local regulatory requirements.

· Maintain and adhere to Waiting List protocol in accordance with policies and procedures and applicable federal, state, local, and regulatory agencies.

· Review all completed rental applications for accuracy, completeness and for conformance with Resident Selection Plan.

· Conduct unit tours and applicant interviews which include verifying potential resident income, in accordance with Resident Selection Plan and program requirements.

· Obtain appropriate documentation, complete certifications, and collect deposits and rents in accordance with program policies and procedures.

· Prepare market surveys, as requested.

TENANT MANAGEMENT

· Provide information and assist with agency (e.g. NSPIRE), lender, and other third-party audits or inspections.

· Adhere to Fair Housing, Equal Employment and Equal Housing Opportunity requirements.

· Ensure site staff responds to all tenant requests or complaints in a timely, efficient and courteous manner.

· Manage tenant evictions in compliance with court orders and directions from UPP’s legal counsel and/or management.

· Hold periodic meetings as needed to relay new policies, acknowledge milestones, and educate tenants.

· Relay emergency procedures and hold annual drills with proper documentation.

· Maintain amiable relationships with all tenants. (“Be friendly, never friends”).

MAINTENANCE

· Supervise the scheduling of routine and preventative maintenance and janitorial work and complete regular follow-up inspections on maintenance and janitorial work.

· Ensure timely completion of work orders and turnover of vacant units.

· Walk vacant units regularly and when completed by maintenance personnel and/or vendors to ensure they are clean and ready to show.

· Walk entire property daily to be sure the common areas, landscaping, laundry, etc. are in good condition.

· Inspect storefront signage and commercial tenant spaces daily, if applicable.

· Establish a schedule for personnel to be available for emergency maintenance.

· Perform annual or more frequent inspection of units and follow-up with housekeeping letters, preparation of work orders and maintenance chargebacks to residents.

· Prepare/maintain inventory of building contents, tools and equipment.

· Ensure the update and completion of the Material Safety Data Sheets (MSDS) as well as other safety-related inspections and reports.

· Ensure adherence to safety and maintenance requirements of UPP.

OTHER JOB FUNCTIONS

· Review the property’s financials and rent rolls, and report any areas considered a problem to management.

· Provide initial draft of the annual site budget by the deadline given by management.

· Prepare/maintain a list of capital replacements required or anticipated, when applicable, and submit to management in advance of budget preparation.

· Bid out and select contract services, negotiate vendor service agreements and monitor day-to-day vendor performance to ensure compliance with standards established within the service agreement under the supervision of management.
