Property Manager – Affordable Housing / LIHTC

Location: Camden, NJ Area

Affordable Housing Experience Required

We are seeking an experienced Property Manager / Site Manager to lead the day-to-day operations of an affordable multifamily community in the Camden, New Jersey area.

Affordable Housing and Low-Income Housing Tax Credit (LIHTC) experience are REQUIRED for this position.

This opportunity is ideal for an experienced Affordable Housing Property Manager, LIHTC Property Manager, Community Manager, or Site Manager who understands the unique operational and compliance requirements of affordable housing while also bringing strong experience in team leadership, resident relations, financial operations, maintenance oversight, and overall property performance.

The successful candidate will be a hands-on leader capable of balancing compliance, people, property operations, and financial performance while creating a well-managed community for residents.


Key Responsibilities

Affordable Housing & Compliance

  • Support the day-to-day management of an affordable housing community
  • Maintain compliance with applicable affordable housing program requirements
  • Oversee resident certification and recertification processes and ensure required documentation is completed accurately and timely
  • Review applicant documentation and waiting-list activity
  • Maintain organized and accurate resident files and property records
  • Support compliance with applicable Fair Housing and landlord-tenant requirements
  • Monitor required documentation and deadlines to help maintain property compliance

Property Operations & Leadership

  • Oversee daily property operations and overall community performance
  • Hire, train, supervise, and develop onsite personnel
  • Establish clear performance expectations and accountability for the onsite team
  • Conduct routine inspections of buildings, grounds, common areas, and apartment homes
  • Maintain high standards for property appearance, physical condition, and resident experience
  • Partner closely with maintenance leadership regarding work orders, vacant units, repairs, and overall property conditions
  • Ensure maintenance requests and property issues are addressed appropriately and timely

Resident Relations & Administration

  • Serve as a primary point of contact for residents
  • Address resident questions, concerns, and property-related issues professionally
  • Review applications and applicant waiting lists
  • Process documentation associated with move-ins, transfers, move-outs, and other resident activity
  • Coordinate required unit inspections
  • Maintain accurate resident records and administrative documentation

Rent Collection & Financial Management

  • Oversee rent collection and resident payment processing
  • Review delinquent accounts and issue appropriate notices
  • Maintain accurate rent-roll information
  • Manage delinquency processes in accordance with applicable requirements
  • Review invoices and prepare documentation for payment
  • Monitor resident charges and other property-level financial activity
  • Prepare annual operating budgets and review performance monthly
  • Monitor expenses and identify opportunities to improve property operations and financial performance

Maintenance & Vendor Oversight

  • Partner with maintenance leadership to monitor community maintenance needs
  • Review work-order activity and ensure service requests are addressed appropriately
  • Inspect completed maintenance work to ensure established standards are met
  • Obtain and evaluate vendor and contractor bids for repairs and property improvements
  • Coordinate vendors and outside services as needed
  • Monitor property inventory, supplies, appliances, flooring, major repairs, and improvements

REQUIRED Qualifications

Candidates must meet the following requirements to be considered:

  • Affordable Housing property management experience – REQUIRED
  • LIHTC (Low-Income Housing Tax Credit) experience – REQUIRED
  • Previous Property Manager, Community Manager, Site Manager, or comparable onsite multifamily management experience
  • Working knowledge of affordable housing compliance, resident certifications, and recertifications
  • Experience managing day-to-day apartment community operations
  • Experience supervising and developing onsite employees
  • Experience with rent collection, delinquency management, resident relations, maintenance operations, and property inspections
  • Experience working with property budgets, rent rolls, invoices, and financial reporting
  • Strong leadership, communication, organizational, and problem-solving skills
  • Ability to manage multiple priorities and deadlines in a fast-paced onsite environment
  • Knowledge of Fair Housing and applicable landlord-tenant requirements
  • Reliable transportation is required

Schedule

Monday–Friday | 8:30 AM–5:30 PM

Some Saturday availability will be required during designated periods based on property operational needs.


Compensation & Benefits

Salary: $65,000–$75,000 annually, based on experience.
