Position Overview
BGSF is seeking an experienced Property Manager for a large-scale, nearly 400-unit community. This is a contract-to-hire opportunity with one of our key clients in the affordable housing sector. The ideal candidate will be a hands-on leader with strong knowledge of LIHTC, Section 8, and project-based voucher programs, and proven experience managing the challenges of an aging property.
The Property Manager will oversee day-to-day operations, lead a full office and maintenance staff, and ensure compliance with all affordable housing regulations. This role requires a proactive and strategic approach to maintenance, resident engagement, and capital improvement planning, with a focus on balancing the needs of the residents and the long-term goals of ownership.
Key Responsibilities
Affordable Housing Compliance and Occupancy Management
- Supervise office staff in leasing, eligibility determinations, and move-in processes under LIHTC, Section 8, and HUD requirements.
- Ensure full regulatory compliance, including Fair Housing and local/state housing laws.
- Oversee lease renewals, recertifications, and income verifications.
- Manage external audits and ensure timely and accurate documentation.
Resident Support and Retention
- Maintain strong resident relationships and a community-first environment.
- Address resident concerns promptly and connect individuals to local resources and supportive services.
- Coordinate and oversee resident activities and communications, including newsletters and updates.
- Lead inspection processes to ensure clean, safe, and code-compliant living spaces.
Property Operations and Maintenance Oversight
- Manage day-to-day operations of the maintenance team with a focus on timely service and preventive care.
- Conduct regular inspections to identify repair needs and plan long-term improvements.
- Coordinate with vendors and contractors during major renovations or capital projects.
- Monitor service request completion and ensure resident satisfaction.
Marketing and Outreach
- Support community outreach initiatives to maintain occupancy goals.
- Conduct market analysis and maintain competitive positioning within the affordable housing sector.
- Maintain marketing materials in compliance with affordable housing guidelines.
- Promote resident referral programs and strengthen local partnerships.
Requirements
- Minimum of 3 years of on-site property management experience, preferably in affordable housing.
- Strong knowledge of LIHTC, Section 8, HUD, and project-based voucher compliance.
- Proficiency in property management software such as Yardi, OneSite, and BlueMoon.
- Fair Housing Certification (or willingness to obtain before resident interactions).
- Strong communication, organizational, and team leadership skills.
- Experience managing properties undergoing renovations is strongly preferred.
- Reliable transportation and the ability to work on-site full-time.
Preferred Qualifications
- Industry certifications: COS, HCCP, C3P, SCHM.
- Multilingual proficiency to support a diverse resident population.
