Assistant Chief Engineer
Pay: $85,000 - $95,000
The Assistant Chief Engineer’s primary responsibility is to oversee the efficient operation of all building systems and to inform the Chief Engineer and General Manager of any condition affecting building services and Facility or Client safety and comfort
Primary Responsibilities:
• Ability to organize and prioritize multiple tasks, effectively solve problems in stressful situations, and consistently make effective, high-quality decisions. Assist the Chief Engineer in the organization and management of all administrative functions related to the engineering department including budgeting and financial control, compliance with all applicable national and local codes and regulations, reporting on budgets, energy accounting, and productivity.
• Respond to and perform special requests as designated from the building management.
• Be responsible for insuring and maintaining up-to-date files of building plans, equipment specifications, and all maintenance logs as required by Owner, Local, State and National regulations.
• Respond to building emergencies as needed and as directed in accordance with the building Life Safety Program.
• Order supplies and parts for delivery and/or pick up as approved and directed by Chief Engineer and /or Property Manager.
• Assist the Chief Engineer in the formulation and implementation of the preventive maintenance program including scheduling of preventive maintenance with minimum disruption of building services in the implementation of new systems and processes from a mechanical perspective in order to thoroughly understand the principal assuring the ability to train all maintenance staff on preventive and corrective maintenance.
• Assist in creating purchasing specifications and competitive bid analysis and assist the Chief Engineer relative to monitoring the quality and pricing of maintenance work performed by outside contractors including insuring the timely performance of maintenance contract
• Work with vendors and contractors regarding installations, preventative maintenance, and modifications ensuring that all safety procedures and guidelines are followed.
• Ensure a safe work environment while maintaining a clean and organized work area.

• Maintain compliance with the Engineering Services Compliance Program.
• Demonstrate the ability to understand the engineering design and operational aspects of the Base Building systems and be able to immediately recognize system performance deficiencies and respond to operational and emergency situations.
• Assist the General Manager and Chief Engineer with management of all tenant and capital improvement construction projects from construction document review to project closeout and completion.
• Construction coordination including contractor management and review, review of facility build out plans and pre-occupancy inspections.
• Setup a comprehensive program to track and manage the consumption of all utilities servicing the property, such as Electricity, natural gas, fuel oil and water.
• Working with the General Manager and Chief Engineer, annually prepare the operational and capital portion of the budget. Monitor operational expense performance throughout the year.
• Provide support to the Chief Engineer or General Manager on all standard initiatives such as 4Sight, Compliance Excellence Program, IPMP, Energy Star, Engineering Audit, etc.
• Conduct or assist with semi-annual reviews of the engineering staff using the IPMP Tool. Assist engineering staff in developing their goals and objectives.
• Organize and manage all administrative functions related to the engineering department, such as a work order and PM program, work schedules, monthly reports, budgets, timesheets, ordering supplies, etc.
• Provide training and supervision aimed at expanding the capabilities of all engineering team members.
• Plan and layout the daily assignments of maintenance personnel insuring that required tools, skills and safety procedures are available and understood.
• Demonstrate the proper use and care of tools and instruments and give “hands on” instruction in basic maintenance and trouble-shooting procedures.
• Evaluate job performance for all employees that report directly to the Assistant Chief Engineer on an ongoing basis and conduct progress reviews in conjunction with the Chief Engineer.
• Recommending enrollment in relevant inside or outside courses as is permissible within the guidelines of the operating budget.
• Administrating and coordinating team training using a comprehensive training program in accordance with the firm’s technical training and advancement initiative.
Supervisory Responsibilities
Directly supervises employees reporting to the assigned buildings. Carries out supervisory responsibilities in accordance with the policies enumerated within the Personnel Handbook and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Knows, understands, and sets an example relative to the policies within the Handbook.
Qualifications:

• Education/Experience – Assistant Chief Engineer (ACE) should have a high school diploma or equivalent. The ACE will have a minimum of five (5) years’ experience with commercial building operating systems and general building maintenance procedures, and a minimum of two (2) years of maintenance management experience. This position requires the Universal Technician Certification, (CFC) and Operating Engineer’s license (SMA) or equivalent. Additionally, the Lead Engineer should have certificate’s showing advance training on each of the major building systems (Mechanical, Electrical, Plumbing and General Building Operations).
• Communication Skills– The ACE will have the ability to read and comprehend instructions, short correspondence, and memos, with the ability to write simple correspondence, instructions and will also have the ability to explain issues in a clear and basic format dealing with operational and mechanical systems. Have the ability to effectively communicate and present information in one-on-one and/or small group situations with customers, clients, and other employees of the organization.
• Mathematical Skills – Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals with a basic understanding of geometry and its practical uses. This position will require the knowledge to prepare and explain energy savings models presented to the engineering and management team, showing cost savings and all associated costs with value added programs. Training will be given to keep all positions up to date on Owner’s cost objectives and operating expense.
• Reasoning Ability – Ability to apply common sense understanding and to carry out instructions in written, oral, or diagram form. The ACE shall have the ability to deal with problems involving several variables in standardized situations, while being able to rationalize problems and critical issues with minimal senior engineering and/or management input
• Other Skills and Abilities - Excellent skills in operating hand and power tools, power lifts, scaffolding, ladders, and be able to read digital meters and voltage testers. Also, must have the ability to troubleshoot all building systems to include electric and pneumatic controls and thoroughly understand how to interpret blueprints and schematics. Proficient knowledge of Microsoft Office/Suite, and any other software program or piece of technology identified as standard or requested by the Client. Experience with a CMMS system, such as Corrigo, a plus.

When working in the above listed conditions the employee will be furnished with the correct safety equipment (PPE) and training for the conditions.
